You cannot, you need to have normal spec maxed out before you can spend points on elite.And don't worry, there are over 400 more hero points waiting to collect than you can spend for both elite.They come in even easier as on PoF & HoT maps they come in as 10pts per hero-challenge.
Ultimately, the hero point system is fine, it works and rewards players who have spent time across other areas of the game prior. Newer players will require additional time to unlock, but the way it is set up means they will access everthing as a natural part of playing the game without excessive time gating. 2.
To actually accomplish something with this, it seems like you'd need to either buy a lot of them or manually unlock most of the Hero Points on that character - using a few scrolls for the difficult/undesirable ones. Either way it costs you something to properly make use of these. To me, we already have way point unlocks, and level 80 boosts.

Although you'll have all the skills and traits by the time you are level 80, I'd recommend that you start training Deadly Arts and Critical Strikes traits first for more damage output, with Trickery, Acrobatics, and Shadow Arts more for utility later on (in that order). Dragonite Ore from world bosses has always depended on the level of the boss. Newbie zone bosses give 3-5, but Temple events in Orr will give 25. You can also run the Silverwastes for Dragonite too. As for Hero Points, the "fast" way is to explore the new zones and do the Hero Challenges there.
The first thing I did after reaching level 80 and completing story for first time was explore the whole map Targetting map completion of core tyria followed by each and every map in game.
Level-based unlocks like skill slots and traits are retained. In PvE, characters are only scaled down when in areas with a lower effective level; they are not scaled up when in higher-level areas. In both World versus World and Fractals of the Mists, characters are always scaled up to level 80, but skills and traits that are locked remain so
Summary: A Power build for burst damage will be more effective than Condi while leveling. Don't bother with Precision until you can get Assassin gear and take advantage of the power-precision-ferocity trinity. The armor, rune, weapon, and sigil info can be used for any leveling power build, regardless of class.
